The EPL will be the engineering subject matter expert for all technical aspects of the ETASS Program in support of the Program Manager and Deputy Program Manager. You will be responsible for overall assignments of work, management of personnel, financial, operations, resources, risk management, quality control, contract management reporting, and management of Task Order.
You will:
  • Ensure projects are fully controlled; goals and objectives are set; program responsibilities are assigned; and results are documented.
  • Maintain a general knowledge of all technical and management areas of the contract.
  • Be familiar with the FAA’s Acquisition Management System (AMS).
  • Interface with Government management personnel, contractor managers, and customer agency representatives to foster business relationships.
  • Assist with cultivating new business while retaining the existing business base to grow revenue and profit year-over-year.
  • Have demonstrated experience in responding to task order proposal requests by coordinating with multiple stakeholders to gather technical inputs and cost data to develop cohesive, methodical proposal responses.
  • Because of the dynamic nature of the contract, you must be able to adapt to changing priorities with clients and internal company requirements without missing deadlines.
  • Be responsible for formulating and enforcing work standards, and assigning, scheduling, and reviewing work.
  • Assist with disseminating policies, purposes, and goals of the organization to subordinates.
  • Demonstrate leadership skills to define team objectives, set expectations, and flawlessly execute the task orders and contract.
  • Responsible for supporting all aspects of program/project management involving
    planning, developing, organizing, coordinating and conducting ATO organizational activities to ensure FAA operational policies, processes and program elements are integrated and documented
In addition:
  • The EPL must be a self-starter capable of working on projects independently as well as within a group environment, and persistent to drive results or dissect problems to determine root causes so the customer can make informed decisions. 
  • This successful candidate will have continuous interaction with government clients, other government officials, and must have highly effective written and verbal communication skills.
Basic Qualifications:
  • Graduate degree in engineering/engineering management, systems management or business management field and at least 10 years of demonstrated relevant experience.
  • In lieu of a graduate degree, a bachelor's degree and 15 years of direct progressive experience relating to the management/ supervision of the design, development, test, management or acquisition of Air Traffic Control/Management (ATC/M) Systems.
  • Must possess a Project Management Professional (PMP) certification.
  • Expertise with Microsoft Office products, including Excel, Project, Power Point, Word, and Outlook.
  • Experience with the FAA’s AMS system life cycle development. 
  • Candidate must be a United States citizen or a resident alien who has been lawfully admitted for permanent residence in accordance with the Alien Registration policy established by the office of U. S. Immigration and Customs Enforcement.
  • Candidates must also be able to submit to and complete the appropriate background investigation and security screening via the Standard Form (SF) 85P, Questionnaire for Public Trust Positions.
