Position Title: Application Program Manager
Type: Contract to Hire

·        Manage and oversee the application development task area of a 70 person application team and
·        Identify resource requirements, and execute on the hiring, performance assessment, coaching, and career development of team members.
·        Establish clear roles and responsibilities across the application development organization.
·        Manage technology projects and system enhancement/issues requests (both new initiatives and BAU) with accurate time estimates, adherence to deadlines including scheduling and managing the work efforts of technology staff.
·        Integrate PMI’s Quality, Risk, and Change Management methodology as a part of the development methodology.
·        Shall also be familiar with both waterfall and iterative SDLC methodologies (currently, Agile, Scrum).
·        Shall ensure that all application software is properly maintained, developed, and performs in accordance with work requests (requirements), standards, procedures, etc
·        Demand management/Issue Management - clear tracking/updating of all requests coming into the application development organization tracking, prioritizing and delivery.
·        Strong communication to stakeholders - Managing client/end-user expectations.
·        Communication of priority, progress, status and timeframes of requests to all business sponsors and affected parties.
·        Collaborate with business leaders to develop technology and process improvements; be a key leader in the long-term strategy and sustainability of business processes and information systems.
·        Maintain compliance with all technical standards and regulatory requirements like SOC2, Change Control processes and policies and applying Information Technology best practices.
·        Support, socialize and execute on IT strategic decisions and direction.
·        Lead the design and implementation of robust application solutions for key initiatives and maintenance projects to deliver needed capabilities for our business
·        Continue to look for ways to improve the SDLC process across the organization, delivery capabilities, and making the application delivery organization more effective.
·        Provide technical oversight, direction, and mentoring to staff. Cultivate and foster a performance-based delivery culture.
·        Cultivate and foster respect for others across the organization, become a bridge builder and act in a manner that creates an inclusive work environment.
Required Skills and Experience:
·        At least 15 years of program/project management experience with demonstrated experience in leading a large IT project teams through all phases of a project lifecycle to include risk management.
·        At least 7 years of experience as a team lead in support of complex IT Application Development efforts, with 5 years’ experience in analyzing new and emerging IT technologies, performing cost/benefit analysis using quantitative and qualitative analytical methods, recommending options and alternatives to clients.
·        Demonstrated experience leading, managing, transforming, and organizing a large development team.
·        Demonstrated experience with client and customer services to include needs assessment and problem resolution.
·        Demonstrated experience solving complex problems and applying IT systems security methods and techniques to systems designs.
·        Demonstrated experience implementing new and emerging IT technologies and applications.
·        Demonstrated experience with effective oral and written communication to individuals, large groups, and Senior Management.
·        ITIL v3 Foundations Certification Required.
·        Experience managing a portfolio of major applications.
·        Experience dealing with vendors, contracts, and support agreements and negotiating with vendors.
·        Ability to handle multiple competing priorities in a fast-paced environment.
·        Strong sense of accountability and actions to back it up.
·        Excellent organizational, verbal, written, and interpersonal skills.
·        Excellent leadership and mentorship skills.
·        Ability to create, manage and review complex project schedules,

·        Past experience as an Application Developer using enterprise web applications using Microsoft .NET, ASP.NET MVC 3 or 4, C#, SQL Server technologies 2008/2012/2014 (Programming T-SQL).
·        Identify and understand the scope of functionality and suggest development solutions with cost benefit and design options.
Desired Skills and Experience:
·        ITIL v3 Intermediate/Expert Certification preferred
·        PMP Certification preferred
·        Strong SQL and C# skills. Comprehensive experience in desktop and web technologies e.g. ASP.NET, Silverlight, JSON, LINQ, WCF, WPF, WinForms, REST, JavaScript.
·        MS Visual Studio 2012, 2013 and 2015 and Team Foundation Server
·        Microsoft certifications (e.g. MCSD, MDPD)
·        Experience in cloud and Big data development
