The Technical Solutions Architect contributes to creating winning proposals by developing technical solution in response to RFPs, RFQs, RFIs, TORs and solution white papers and presentations.

Overall the Technical Solution Lead role is as follows:  
  1. Solution - Identifying (a) the critical elements that must be brought together over the life of a project for the results to be real and sustainable and (b) the dynamics that must be created or harnessed for success. 
  2. Conceptualizing - Presenting a graphic model Concept of Operations (CONOPS) depicting the strategy that becomes the roadmap for the technical approach.  Well-articulated strategies that can be illustrated in one graphic show an understanding of the customer’s challenges and needs, as well as the technical needs to accomplish the projects goals.
  3. Building the Technical Approach - Building on the conceptual model, the technical approach presents the project strategy to obtain intermediate results in the short, medium, and long terms. A technical approach will explain how the solution will be implemented.
  4. Constructing LOE estimate and Organizational Chart - Provide initial estimate of Level of Effort for each task of the SOW and the program overall and identify the staff roles and skills needed to complete the work.
  • Develop technical approach in collaboration with the Director of Capture of Proposals (reflecting inputs from other technical contributors), including (a) win themes, (b) technical strategy outline, (c) results framework, (d) staffing plan and organogram, (e) partnering plan and (f) cost strategy plan.
  • Work alongside management, technical staff and customers to devise technical solutions in support of proposal responses and customer needs.
  • Drive technical innovation through the support of capture management and proposal development activities
  • Apply knowledge of architecture and design patterns to develop the most effective solutions for customer needs
  • Design and architect scalable, distributed and service-based solutions that integrate across different technologies
  • Work collaboratively to identify the objectives and provide a breakdown of responsibilities, deliverables, phases and timelines to complete the delivery of the project in a timely and effective manner.
  • Identify and provide recommendations for the acceptance or mitigation of any issues and risks associated with requirements, proposed systems, solutions, development, designs, plans and timelines. Provide support for determination of the level of effort.
  • Provide technical oversight and guidance throughout the program execution lifecycle from initial planning and design to implementation and operational transition
  • Serve as a technical expert and liaison with the customer, systems engineering and development teams, and program managers to drive consensus on solution approach, while assisting in execution of deliverables
  • PMI certified as a Project Management Professional (PMP)
  • Minimum of 5 years of IT project management experience is required including the skills and knowledge with Microsoft Office software including Project and SharePoint.
  • Knowledge, skills and a minimum of 5-10 years of experience working in IT Operations or consulting environment and knowledge and experience with:
  • Project Management Institute (PMI) methodologies

  • IT Portfolio Management
  • IT Capital Planning
  • Configuration Management
  • Requirements Management
  • Knowledge of Infrastructure Technology Infrastructure Library (ITIL) capabilities
