Position Overview:
Seneca’s client is seeking an experienced Program Manager to manage multiple tasks and approximately 15 matrixed FTE's including oversight of the day-to-day operations on a high-profile Federal government human capital program and projects. Projects involve providing consulting services and developing human capital products such as assessment tools and systems, including automated development and delivery, for use in personnel selection or promotion, performance management tools and processes, competency models, and career development tools and processes. The PM will frequently work at the customer site in Washington D.C. and may travel between customer and company sites on a frequent basis.
  • PM will be responsible for the overall success of the contract and all aspects of program execution
  • Provides management oversight of all program personnel to include subcontractors
  • Assemble and manage matrixed project teams consisting of Human Capital, IT and subcontractor staff as appropriate to ensure successful delivery of all contract deliverables
  • Managing staffing efforts as needed to include working with HR to post/track all positions, interview candidates, maintain staffing rosters, coordination of background and clearance processes
  • Develop long-term and strategic objectives to help ensure client requirements will be met in out-years and follow-on work
  • Act as primary point of contact with client, resolving questions and issues with assistance from technical leads as needed
  • Act as primary point of contact for program with company functional areas such as PMO, contracts, and personnel security
  • Ensures deliverables and schedule are implemented in a timely manner and in regards to budget
  • Reports to PMO Manager of Client Delivery
  • Direct and or participate in all internal and client project reviews, operational meetings and briefings with client and PMO
  • Develop and maintain project management documents and deliverables (e.g., detailed project management plans, staffing plans, Risk Logs, Gantt charts, monthly financial reports, project status reports)
  • Create proposals for new project work including written statements of work and pricing estimates
  • Analyze and evaluate present or proposed business procedures or problems to define needs and propose solutions
  • Manage subcontractors to ensure that roles and expectations of subcontractors are clear, that appropriate staff are provided by subcontractors and that subcontractor deliverables are produced on time and within budget
  • Complete post-project evaluations to evaluate results and make process adjustments
Required Skills:
  • Minimum of 7 years of program/project management experience, including a minimum of 4 years of experience managing multi-million-dollar U.S. Federal government programs/projects
  • Experience managing projects or programs having IT components related to application development, implementation and integrations
  • Experience with Federal IT Security requirements including NIST 800-53 and FedRAMP
  • Significant experience managing human capital/human resource projects or programs
  • Must be able to obtain and maintain a U.S. Federal government security clearance
Desired Skills:
  • M.B.A. or Master’s degree in Industrial/Organizational Psychology, Information Systems, or related field strongly preferred
  • Experience with human capital aspects of Cyber Security
  • PMP, PgMP, or equivalent certification
