Qualifications:

Qualifications Required:
  • 3-5+ Years of professional Human Resources Generalist experience, preferably in the Federal Government sector.
  • 1-2+ Years’ experience with multi-state federal and state regulations.
  • Experience in administering various human resources plans and procedures, ability to assist in the development and implementation of personnel policies and procedures.
  • Participates in developing company goals, objectives and systems. He/She will assist in evaluating reports and results in relation to established goals and objectives.  Must be able to recommend new approaches, policies and procedures to effect continual improvements in efficiency for the company.
  • Knowledgeable in the performance review processes, monitors performance evaluation program and revises as necessary.
  • Ability to perform benefits administration to include claims resolution, change reporting, auditing and approving invoices for payment and communicating benefit information to employees.
  • Assists in the development and maintains records for affirmative action program, maintains records, reports and logs to conform to EEO regulations.
  • Conducts recruitment efforts for exempt and nonexempt personnel which includes development of job descriptions, placing job postings and recruiting for open positions
  • Must be able to conduct new employee orientations, monitors and assists with professional development programs.
  • Must have experience in employee relations counseling, outplacement counseling and exit interviewing.
  • Responsible for maintaining HRIS systems and records and complies reports from database.
  • Professional HR Certification (PHR) preferred.
  • Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, Outlook)
  • Ability to understand and explain policies and guidelines and communicate effectively with people at all levels within the organization.
  • Ability to handle highly confidential information with sensitivity and professionalism.
  • Ability to be flexible, motivated, resourceful and organized to work in a multi-functional role.

Qualifications Desired:
  • Professional HR Certification (PHR) is highly preferred.
  • Experience with HR systems is highly preferred.
  • Eligibility for US security clearance is highly preferred.
  • Assist employees and managers with resolving payroll and benefits questions based on need, but not required. 
 
Essential Functions and Responsibilities:
  • Assist the Human Resource Manager with the following:
  • Process and on-board all new hires; assist new hires with completion of paperwork, and on-boarding.
  • Handle data entry of all employee information into human resources information system (HRIS), is able to produce employee-related reports as required, and conduct audits of employee data in HRIS.
  • Maintain Human Resource files and ensures compliance with multi-state and federal regulations.
  • Perform benefits administration to include claims resolution, change reporting, auditing and approving invoices for payment and communicating benefit information to employees.
  • Develop and maintain records for affirmative action program, maintains records, reports and logs to conform to EEO regulations.
  • Recruit for exempt and nonexempt personnel which includes development of job descriptions, placing job postings and recruiting for open positions
  • Conduct new employee orientations professional development programs.
  • Work with management with employee relations counseling.
  • Responsible for maintaining HRIS systems and records.
  • Responsible for distributing training information, track annual employee training and professional development.
  • Process employment verifications, E-Verify, I-9, Employee References.
  • Responsible for benefits enrollment, processing and reconciliation of monthly benefit invoices.
  • Responsible for Closeout terminated employees, outplacement counseling and exit interviews.
  • Conduct employee background checks and obtain employee reference information.
  • Maintain a current knowledge of federal, state and other regulations applicable to job.
  • Prepare and edit correspondence, communication, forms or other documents.
  • Provide support on selected HR projects, programs, and initiatives.
  • Serve as a positive role model in all aspects of business and human resources management.
 
Non-Essential Functions:
Additional responsibilities as assigned by management.
Physical Demands: 
While performing duties of the job, incumbent will be exposed to Normal demands associated with an office environment.  Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. This position requires incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk and hear.  Employee must be able to lift and/or move up to 25 pounds.  Specific vision abilities required by job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
Work Environment:  The noise level in the work environment is usually moderate.
