Project Manager - Cost Analysis (Secret or Top Secret Clearance)

Position Title: Project Manager – Cost Analysis
Location: Norfolk, VA
Clearance Requirements: Secret or Top Secret
Position Status: Multi-Year Contract

Position Description:
Our client is looking for Project Manager – Cost Analysis candidates for a position located in Norfolk, VA.  The scope of work includes a direct support of existing PMO tasking, in supporting the quality improvement of information management; Enterprise-wide programmatic & functional integration of data. This includes:
  1. Finance
  • Monitor and report on spend rates for Material projects and programs;
  • Calculate and analyze cost variance for Material projects and programs;
  • Estimate future spending for Material projects and programs;
  • Prepare quarterly financial reports for program directors for inclusion in management dashboard reports.
 
  1.  Reporting 
  • Develop and maintain reporting process for ACT CD;
  • Incorporating governance's reporting requirements into management reporting processes;
  • Ensure quality of reporting is in line with reporting requirements;
  • Facilitate management reporting towards governance through CMF framework;
  • Report portfolio status to boards - timely and accurate information focused on decision-making;
  • Develop and maintain a single comprehensive picture of the portfolio (portfolio management dashboard, balanced scorecard);
  • Provide a single source of truth for reporting - single report/data feed - consolidated/aggregated reports to different audiences.
 
  1. Information Management
  • Develop and assess Information management processes;
  • Hold master copies of all portfolio information (custodians of the information repository);
  • Establish and administer portfolio baselines;
  • Control the issue of portfolio products and deliverables;
  • Establish and maintain the index to an electronic library of portfolio information;
  • Manage archives of portfolio documentation.
 
  1. Mentoring & Coaching
  • Support mentoring on CD process;
  • Support mentoring on CD tools;
  • Coaching;
  • Ensure CD training is in line with processes and tools used.
 
  1. Consultancy 
  • Provide tailoring advice and guidance;
  • Provide program or project rescues (help programs/projects in trouble with reviews and analysis, hit squads or recovery plans);
  • Promote good PPM within the organization;
  • Advise Capability Directors (CD)/Capability Monitors (CM) and management boards of appropriate frameworks/governance models.

Qualifications
  • Demonstrate minimum NATO or National SECRET clearance with the appropriate national authority for the duration of the contract;
  • Demonstrated working level knowledge with MS Office tools (Outlook, Project, Word, Excel and Power Point, Share Point);
  • Demonstrate the availability to travel to any NATO entity within the 30 Nations (valid passport with no travel restrictions to NATO nations).
  • Desirable:
  • Knowledge about NATO at program level within capability package process;
  • Knowledge of NATO's cost and schedule baseline software, CIRIS;
  • Knowledge about program management and program management office;
  • Experience in the management of modern communications and C2 programs with the emphasis on their implementation;
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Excellent communication and management skills and the ability to communicate effectively, orally and in writing, using tact and diplomacy, with good briefing and presentation skills;
  • Knowledge of NATO responsibilities and organization, including NCI Agency, NSPA and ACO.

Required Education:
University degree in accounting, finance, project management or another equivalent or closely related discipline.

Experience:
  • Minimum 5 years in project management of communications or information systems, using PRINCE2 or PMI methodology;
  • Minimum 3 years in providing Quality Assurance for programs or projects;
  • Minimum 3 years in providing risk management for programs or projects;
  • Minimum 3 years collecting and processing lessons learned;
  • Minimum 1 year within last 15 years in working in NATO or in one of 30 Nations national military at project or program level.
